That.... is a very good question.

[ONE THAT'S KIND OF HARD TO FIGURE OUT AN ANSWER TO...]

Well, certain holidays are for celebrating the birth of an important person in religion or history. Other times they're celebrated because of an important event that happened on a certain day. So figuring out a day to celebrate for those holidays is easy.

For others.... I suppose some holidays start off as simple celebrations in small villages, where those in charge set up a date. And when it becomes popular outside of that area, nobody ever bothers to change the date.
